In this passage, Isaiah says that God created the world to be inhabited by people, probably implying that the land of Israel, though it would lay mostly uninhabited for seventy years, would again be resettled after the then-future Babylonian captivity. In the next verse, God again contrasts himself with foreign idols, in that while it was vain, evil, and wrong to go after them them, it was and is right and good to seek God.

βI am the LORD.
